Deep enterprise experience. Current technical execution.
CBBA Consulting brings more than three decades of technology experience to complex government and enterprise missions.
Mission first. Architecture grounded in delivery.
CBBA Consulting was built around a simple idea: sophisticated technology only matters when it solves the operational problem. We combine enterprise architecture, software and data engineering, analytics, AI, and infrastructure experience to create solutions that can actually be deployed and sustained.
Our work spans research, prototypes, modernization programs, production platforms, and large-scale data environments. We are especially effective where new technology must coexist with established systems and demanding security, performance, or integration requirements.
Joe Aliaga
FOUNDER & CEOJoe founded CBBA Consulting after more than 30 years building and leading technology programs across government and large-enterprise environments — work that spans defense, intelligence, law enforcement, research, and commercial data platforms. His path started in hands-on systems and data engineering roles before moving into enterprise architecture and technical leadership, and that trajectory still shapes how CBBA operates today: architecture decisions are made by people who have also written the code, run the pipeline, and stood behind a system at 2 a.m. when it mattered.
He founded CBBA on the observation that most technology programs don't fail from a lack of ambition — they fail when architecture is designed apart from the mission it's meant to serve, or when modern capability is bolted on without regard for what a team already depends on. Under his leadership, CBBA works as an extension of the client's own team: entering at whatever stage is useful, from early strategy through production deployment, and staying accountable to outcomes rather than deliverables on a shelf.
Joe continues to work hands-on with client architecture and engineering teams, particularly on programs where AI, data, and search capabilities must be integrated into mission-critical or security-constrained environments.
"The organizations that get the most out of AI aren't the ones that adopted it first — they're the ones that built the data and architecture foundation to support it. Our job is to do that unglamorous work well, so the new capability actually holds up in production."

Systems & data engineering
Hands-on delivery on large-scale enterprise systems and data platforms, building the technical depth that still informs CBBA's architecture work today.
Enterprise architecture & technical leadership
Led architecture and modernization programs for government and large-enterprise organizations, working across defense, intelligence, law-enforcement, and research missions.
CBBA Consulting
Founded CBBA to bring senior, hands-on architecture and AI/data engineering expertise to organizations solving high-value, operationally difficult problems.
AI-era modernization
Guiding clients through the shift to generative AI, RAG, and modern search and data platforms, without discarding the systems they already rely on.
How we work.
Mission alignment
Start with the outcome, not the technology. Architecture decisions should serve users, operations, and measurable objectives.
Technical depth
Recommendations are informed by hands-on implementation experience across application, data, AI, and infrastructure layers.
Practical innovation
Use emerging technology where it creates real advantage, with clear attention to integration, security, cost, and maintainability.
Bring us your hardest architecture problem.
We work best on problems that cross organizational and technology boundaries.
